I sold a buyer an iPad. The day it was delivered they opened up a chargeback saying it wasn't as described. They then returned me a broken powertool and got fully refunded plus ebay charged me a $20 chargeback fee! Bay said there is nothing they can do. Is this really true??

Yes it is true and eBay can do nothing for you:
File fraud and theft with law enforcement. With a report you might try and apeal
Also file with eBay a buyer abuse report for return abuse. Will not get your item or money back but may stoop them next time.

No, eBay is powerless against chargebacks.
Report the stolen iPad to Apple so they can block it.
File a police report.
File a mail fraud report.
Take the buyer to court.
Send someone to steal it back.
JK about stealing it back.

Yes, it's 99% true. If you haven't done so already, the only recourse you may have is to contact a real live eBay CS employee at eBay for business on Facebook (message them, do not post there). Talking on the phone to eBay Customer-No-Service reps, who are clueless contractors and not employees, is a waste of time.
Stop selling highly sought-after electronic items like an iPad online. They are a magnet for very savvy scammers who use shipping vulnerabilities very successfully (among a host of other scams, particularly credit card chargebacks, which sucked you in).

Yes, it's sad that eBay doesn't protect their sellers more regarding buyer fraud.
Your only recourse would be to file a police report and file fraud with USPS or the shipper that you used.
Also file a claim with IC3 internet crimes.
If you have the serial number of the iPad, file it stolen with Apple.

To put salt on the wound eBay doesn’t allow a seller to put anything less than 5 stars on a buyers feedback!! U can put in the comments what’s happened but it forces the seller to put 5 stars so it looks like they have 100% UNLESS u actually read the feedback! JUST AWFUL! Sellers are not protected AT ALL! Back in the day a buyer could NOT put in a dispute with their CC Company! No way, they HAD TO GO THRU EBAY.. and now they’re getting away with it left and right making eBay a terrible place for us honest hard working sellers! It’s just terrible! Used to be good and now it’s total C R A P!

Sellers haven’t been able to leave negative feedback for buyers since 2008. Leaving a less than favorable comment for a buyer is a policy violation; the buyer can easily get it removed and the seller gets dinged by eBay for the policy violation.

Buyers don't get DSR ratings. It's true that buyers can only get positive feedback.

Sellers are NOT allowed to leave negative comments for buyers that are in contradiction to the positive rating and if YOUR buyer reports that feedback, YOU are the one who'll earn the violation!
