I ended 300 + listings today, after being told ebay would be charging this fee retro-atcively on a case I won.

I spoke with the "Customer service" and they insisted that I would have to pay the 4% even though I wom the case.
But in usuall ebay fashion, they said to not worry and continue listing and selling, as on th enext evaluation it would no longer be below standard.
Very Shady.
I just said I am done, with this format.

The extra fee is intended to encourage sellers to fix problems and not go below standard. It's good for all of us.
dont agree with you being charged it if you don't deserve it though.

Can you snap a pic of your dashboard showing the defect? From what you have posted it doesn't seem like you should have had one.

Across the whole site and over the long run, this penalty fee should tend to discourage below standard sellers from continuing to sell here - and that should tend to raise the overall quality of sellers.
But if you are looking for an explanation of who benefits when looking at a specific transaction or seller, the answer is that eBay benefits.

I agree, It benefits, eBay.
And If they were trying to benefit the site, and improve the business, then; they would have reset the board, and came up with a number that is attainable.
My situation is from 2 (two) Returns.
1 being a return on Nov 19, 2016 20:44 that was a 7 dollar item, that worked, but was used and he wanted anew one. ( Buyer remorse)

It actually has great benefit to you the seller. It should give you the incentive to learn how to handle all situations so that you can maintain a seller standard that really only has two things you have to worry about.
If you value your business on eBay and want to continue to succeed this short term penalty will either get you moving in the right direction or move you further in the wrong direction by which restrictions and suspensions will end your career as an eBay seller.
Lessons learned are some of the most valuable things we endure. Take the virtues of this lesson and make it work for all aspects of your life. Then the value is increased positively and will pay jackpots for the rest of your life.

As a rental property owner I am sure you have endured renters that damaged something during there stay at your property where you had to recover damages?
Your actions on the eBay platform by which they are the owner and you are the renter has now created a less and acceptable seller standard and user experience for the ebay member you were trusted with by not delivering what you have promised when you agreed to the user agreement.
Moving forward eBay is recovering some of the losses they will endure when the buyer does not return to eBay for all future purchases, and can you blame them when they get treated unfairly by you the seller to the point eBay has to step in and help the buyer.
You have every right to not list on eBay and that I am sure with your vast knowledge and three licenses you will feel you got the best of eBay and that is fine to think that way if you must, but the truth is by having under performing sellers who can not meet two simple requirements; not listing on eBay only creates more opportunities for other users to have successful transactions completed on both ends.
