I just got a package back today with a "Return to sender" sticker on it ... problem is the ship date on the label was Jan 12 this year ... we are just past the 6 month mark ... no INR was ever processed AND the address was a PO box.
Seller Hub has no record of it on the See all orders so I ran a report for that shipping time period and found the transaction ... problem is, I can not search the Buyer's name and Contact them through eBay. It has their city and state but no street address AND I can not be sure the address that the item was originally sent to is the same today. I did some searches online and I "think" I found the Buyer ... but this far down the road if I tried to make contact they might think I was some kind of a crack pot ... granted they wouldn't be that far off but that's beside the point LOL!
I have not opened the package yet but it seems pretty obvious nobody opened it, all the tape seals look like they have NOT been tampered with ...
So ... WHAT do I do now? The item was less than $ 20 ...

Were you MP in January or still using Paypal?
If you were Paypal, you can still find this transaction and the Buyer info that was on file at the time.
What would be more concerning is that it states it cannot be forwarded - meaning the Ship To addy was never correct to begin with?
You would think someone from Jan would have realized over 6 months that their parcel/item never arrived?

Had this happen years ago: I keep hard copy of such so made it easier... Contacted them and still wanted item: got a different addy to send to: sent on my dime and they were happy...
I doubt most do hard copy so you might try what you fond and see what they what...
Be old Abe and get that penny back to da customer if you can.... LOL

I know, right? First he gets $2.54 from shipping. Now a Mystery Box from USPS! Things come in Threes.......
Wonder what UPS or Fedex is bringing him today? or maybe Ed McMahon's replacement with that GIANT check?

@katzrul15 Excellent question and point, I was in MP which means I could not use PayPal's comprehensive CSV formatted database which had not only the street address but email AND phone number if memory serves. eBay, for fear of Sellers taking business OFF their site sanitizes things as quickly as possible. If memory serves, Phone numbers are only on the Order list for a certain length of time, then are dropped.

Perhaps their train has left the station, but the delay is very puzzling, and with USPS tracking(Edit; tracking, that's punny, and did not even realize that when I posted)"archived" it only adds to the mystery.

@buyselljack2016 You have kind of hit on the big mystery ... 6 months and a Return to sender? The package was ever opened either ... truth is stranger than fiction ...
