I sell quite a few items on ebay.....over the last year particularly buyers have been quick to pound the feedback with nasty comments and neutral and negative feedback,.
Being a seller for over 20 years now.....I have exhausted my 5 feedback revisions for every 1000 feedbacks. Considering that between 1 in 6 and 1 in 8 buyers leave feedback that would mean I can only ask for a revision between every 6000-8000 completed sales.
After contacting buyers that complain and having their issues resolved....they often want to revise their feedback but have no way to do it.
I am a Top Rated seller.....that does everything I can for my customers.....honestly I would like ebay to consider a more "merit based" selling system that punishes the sellers less and makes the overall marketplace a more equitable place for both the buyer and the seller.

If you contact eBay customer service, they will remove this one "Thank you im satisfied". I would report this buyer too. Looks like they did this twice: once negative and the other neutral.

I agree, the system for revising feedback needs improvement. In the meantime, buyers who have changed their mind, or who have left a bad rating accidentally, can be encouraged to leave a followup comment.

Much as you sell:
29,636 Feedback received
Revised Feedback: 29
6 neutrals and 4 neg in twelve mounts : is nothing I would be concerned about.....
The revisions get my attention faster than anything else. Just saying.
I do agree with the other posters response to you. More could be done with all of this...

My solution is both seller and buyer feedback should automatically be positive and only allowed to change to negative based on a perscribed set of conditions.

"6 neutrals and 4 neg in twelve mounts : is nothing I would be concerned about...."
Well, plus the 5 that he used up his revisions on. Some buyers are turned off by a rating of 99.5%, though of course in this case a quick reading of the comments will show that the problem often lies with the buyers rather than the seller.

If a buyer wants to revise his negative FB left for you, are you not able to send him a Feedback Revision Request Form?

Sure why not. Ebay already lets buyers change their minds without recourse anyway. Might as well let them do this too that actually helps out sellers for a change.

From the initial post:
"I have exhausted my 5 feedback revisions for every 1000 feedbacks."

I always thought the amount of allowed feedback revisions was based off of sales volume, not feedback received volume. Who knew?

As noted in the original post, sellers are limited in the number of requests that they can send. A seller with a disproportionate number of impatient or careless buyers is at a disadvantage.

Try again. It clearly violates policy. I, as well as a number of others, have had them removed. It was probably a misinformed rep. Find one that knows what they are doing.

I have always believed that as a seller I should have 100% positive feedback. Call me silly but in ecommerce world the customer is always right.
3 of the 4 negative feedbacks I have had........ 2 the buyers apoligezed and wanted to revise, the third a false positive. #4 was a seller that received an item and claimed that he didnt.....in cleaning out my inbox I deleted his correspondence and am stick with that one.
Neutrals pretty much running the same way......happy buyers leaving neautral feedback.
It's a tough spot to be in because once neg feedback starts to creep in there tends to be a piling on.......I actually made it to 25000 feedback at 100% and now this.

Just adding that feedback is "Leaving conflicting feedback and comments is not allowed"
