Buyer of the week again.
Actually this guy was a repeat buyer. Super impatient. He got something from me last Dec. From that transaction, he messaged me a total of 18 times. 2-3 messages were before the sale asking about discounts on multiple and/or combined shipping. The rest of those messages were him shooting out machine gun messages of "When are you sending it?", "Did you send it yet?", "When is it getting here." He'll ask me the same thing within the same hour of me already answering his previous repetitive question.
This guy came back and bought again from me in April, the height of the pandemic. Same questions... "Did you send it", "Are you sending it soon?", "Why are you ignoring me?"... a total of 12 messages. I told him that we only work twice a week because of the virus (extended handling times were advertised on the listing). He gets upset and says he paid me shipping so I should ship it. I tell him because the world is under a pandemic, delays are apparent and advertised... and he's bought from me before so hopefully that will ease his worries about my competence. He responds that he's only a few hours away from me and it's unacceptable that I don't send it immediately since he paid for shipping. I apologize and stop messaging him, adding him to my BBL because of this last message.
So now he returned this past weekend. I notice this this morning in my messages. 39 messages altogether. All basically asking why is he erroring when he tries to buy. The messages become more and more aggressive, wondering why I haven't answered. Near the end he messages that he knows I blocked him and insists that I tell him why did I do that.
How is this buyer still able to contact me? I have the setting to not allow blocked buyers to message me. The last contact I had with him was over 60 days ago. How should I break it gentle to this guy... or should I just ignore the messages because responding can open a can of worms?

the 'block buyers that are blocked from messaging me' flat out, does not work anymore.
You should answer him with 'sending 39 messages in a weekend is one of many reasons I have decided not to do any further business with you'. Then ignore the rest....

He can still contact you despite being blocked for about the next ? 90 days.
Don't engage with him - no 'one last email' - just let the clock run out.

But that's going to just reset the clock. The block DOES work, it's just not instant, and AMAF, the lag time is too long, but it does work.
ETA: They blockee gets a message that the seller is not accepting communications (can't remember the exact wording).

It's longer because the various time frames for potential returns, disputes, etc. etc. has to pass, and since the pandemic, those potential return times have gotten loooooooooonger.

I'm telling you- there is no clock. That 'block' simply does not work anymore.

It would be nice to find out for certain, then - a couple of my fellow sellers I chat with elsewhere has reported it working, but eBay has whisked things away before.
My feeling is that the block doesn't activate for so long that the blocked member gives up and goes and pesters someone else.

Be nice to him. I suppose he has issues and probably can't help himself but send all those messages. Be thankful you don't have his issues. I feel sorry for him. He might be even more stressed now because of the current virus and the politics issues.
When I worked at the VA, I had a patient that called the Suicide Hotline almost every night because he was lonely, his only relative, a grown son, passed away before him. He told them he wasn't suicidal, he just needed someone to talk to. They talked to him, but it initiated a suicide team response every time. He finally went to a nursing home and passed away shortly after that. You never know what someone is going through.

This. And keep a record of his name and address so you will know if he attempts to circumvent your block with another ID.

If you have been in a transaction with a bidder who you subsequently Block, he can still communicate with you.
But there is a Delete button on your Messages and on your emails.
You know his name.
When you see that, delete.

Even if I don’t monitor, I’m sure I can easily spot him if he ever purchases from me with another ID. Because he’ll message me multiple times immediately after buying to check when I’ll ship it out... it’ll stick out like a sore thumb. And if by chance he doesn’t impatiently message me after that purchase, then that’ll be all the better because it’ll mean he’ll likely not be a problem anymore.

I think ignoring him would result in the least amount of messages from him.
