I am debating what to do. I had someone buy a $400 item. They have 0 Feedback (Says Member since Nov 2020).
They also didn't include their full name on the order and just put their Initials.
This makes me very nervous. They payment wasn't through paypal, but Ebay's new payment system.
I don't want negative feedback, but would rather not lose $400

There is nothing there that suggests a scam. You can't refuse to sell without getting a very serious NPS defect. That can get you banned from selling for life. In most cases scammers won't put up that much "seed" money in a scam.
As long as ebay says it ok to ship, you should do so.

if this is a USA sale then you really have no reason to worry.some sellers are leery of certain reshippers but if they pay you need to ship.................thats why we are here

I would not ship!
refund with reason " problem with buyers address".
You can reach out to buyer and ask questions like their full name and if they really purchased. This will show communication history if the buyer opens a case.
eBay needs to step up on confirming buyers. They need to be registered and have a solid name & address.

No, you should not cancel.
There is nothing wrong with 0 feedback.
There is nothing wrong with initials instead of a name.
Ship it to the address on the ebay label and you are covered.

If anyone can afford to lose $400 on eBay, then I have to ask why are you even selling on eBay?
Contact eBay via chat. They will send you a copy of the conversation via e-mail for your records.
Everyone should keep their guard up! I have yet to see how eBay has done anything to protect sellers.

I think pitney bowes should be in charge of all adresses in the USA.there are many foreign ebay addresses that do not work with ebay shipping.confirmd addresses mean little when ebay shipping does not work with them

What was the item? If it was electronics - be concerned. If it was for a patchwork quilt, probably just someone who signed up and then decided to buy your item.
I've always said in the matter of scams, the item matters, a lot.

It's kind of weird: if I search the OP's Sold items, I see only a couple of inexpensive sales, but if I search the OP's Completed items (without the Sold checkbox), it pops up a BuyItNow camera transaction for $275 + $24.90 shipping, for a total of about $300 (not $400), dated today.
I think a little more detail will be helpful here. @dalltrav: have you actually received payment for this item? (i.e. eBay told you that payment was received and that it's time to ship, as seen on your Sold items page.) Was the incomplete name on the Shipping form showing before or after payment was received? I've seen eBay buyers whose eBay registered name and address was pretty skimpy, but after payment came in (which brings the Ship To address along with it), the address shown at that point was much more complete and deliverable.
All that aside, the post office doesn't care what is or is not shown as a name; they only care that the address is complete and deliverable. The name (or lack of name) doesn't matter except for Restricted Delivery Signature Confirmation, where the person to whom it's addressed is the one who must sign for it. In this case, that doesn't apply. (Even regular Signature Confirmation, such as what is required by eBay on sales of $750 or higher, can be signed for by any adult at that address.)
In the absence of any other cause(s) for concern, I would ship the item as soon as payment is received by eBay. I myself shipped a package this very morning addressed to someone named "Elizabeth H." My post office didn't bat an eye.

Well, there is the "problem with address" cancellation. I can see some justified caution about sending to someone that just uses initials. Many post offices don't deliver to an address if there is a name that isn't recognized as residing at that location. I've had buyers have issues receiving items when they have their mail sent to a friend's house, move to a new location and the name on the apartment mail box hasn't been changed.

My mail carrier and local postmaster say the exact opposite. They are delivering to the ADDRESS. They couldn't care less what name is on it ... "Rumplestiltskin".
