Selling on eBay has proved to be pretty sketchy. Zero seller support when it comes to fraudulent buyer claims.
my son sold a pair of shoes to a buyer in NY who claimed we shipped only one shoe- he got rude and nasty in corresponding and demanded money back. I was nervous about who we were dealing with as our shipping labels through eBay shipping put our Return address on it and I worried about retaliation if I didn’t refund the guy’s money.
There is zero customer support other than **bleep** computer assisted FAQ to try and resolve an issue.
Sadly with no support or seller protection from EBay these scam artists get away with ripping good people off. Offer up, Facebook marketplace And Craigslist are now my preferred selling sites.

He can demand all he wants; you are not required to refund without a return if you don't want to.
Obviously you wouldn't ship just one shoe; his claim is ridiculous. However, he can file a Not As Described dispute if he wants, and you in turn can request that he send back what he received. We all know he received both shoes, so you are basically calling his bluff by requesting that he return the item before refunding. If he does not use the return label within some period of time (is it 5 days?), eBay will find in your favor.
He could of course return a rock (or simply an empty box), but that would require him to go even further with his scam than just fibbing on-line, and he might not want to go that far.

Think about it for a second. The buyer claims he only received one shoe but instead of demanding to return them, he wants some money back?? Does he think he'll be able to find the mate if you give him a partial? If it were me, I'd insist on a return.
If he does send back one shoe it would be my favorite eBay story for YEARS.

I would have messaged him, and stated that I sent both shoes.. so..
if he's officially telling you, that he only got one.. then it must have been postal theft while in route to him.
and if he continues to claim he only got one ... (and then I'd file for the USPS insurance, for theft / rifled packaged or whatever they call it).

So I take it you 'refunded' without waiting for the buyer to file a claim and return the item, simply because they were rude and nasty?
Sometimes being rude and nasty is a shakedown technique that works to get free stuff, and that is why some people do it.
Actually, there is NO SELLER PROTECTION for phony 'not as described' issues on ebay anyway. If you follow the process of having the buyer file through the system, they have to at least expend a bit of energy to pull off a scam of this sort.

Chances are if you tell him to file a Return request where you will pay shipping for him return the single shoe and will give him a full refund when received, you'll never hear from him again. After all, he's not going to want to break up a perfectly good pair of shoes to return only one to you!
