If I ship to United States only (stated on item), why does Ebay allow bids from ebayers based out of the United States?

It is possible those foreign bidders have US shipping addresses. Those will not be blocked.

It is not good enough to just say it in your listing (which is sometimes not read), you have to select it in preferences. Note there are some areas such as Puerto Rico and Guam that are considered the US but can be blocked.

buyer doesn't have to have a US address registered on their account, they can be located anywhere in the world and be able to order. They have to use a US address to ship to, that can be either a residence, a business, or a ship forwarding service (the common given). As long as the package tracked and scanned as delivered you protected just as any transaction. However, your charged an additional international transaction fee (amount varies depending of country of origin) on top of the normal $0.30 Transaction Fee (Managed Payments).

I use Ebay global shipment program for all foreign orders. It ships to an address in Kentucky. I get my regular US shipping charge. They handle the paperwork and shipping fees from there. A lot less hassle.
