Is this about a buyer that made an offer and you're deciding whether or not to accept the offer?
Can we assume you kept communications on eBay and did not agree to text or email off platform?

I would ship it.
If selling 400 dollar items is uncomfortable to you then I'd suggest you don't sell them until you get more comfortable.
Canceling sales simply based on your comfort level creates a bad buyer experience and hurts potential growth in gaining new buyers.
Your first experience on eBay to have a sale canceled on you. I'm not sure if I'd come back eBay would seem to be a waste of time.

Ship it.
I opened my eBay account on the day of my first purchase, since I needed an eBay account in order to make the purchase. (Did you?)

If the buyer contacts you and asks for your PayPal account so they can transfer the money to you, don't agree to it.
If the buyer contacts you and asks if they can mail you a check, don't agree to it.
Make sure the buyer pays through eBay.
THEN, after eBay does what they need to do to confirm that the buyer's payment is good, eBay will notify you that the buyer has paid and it is now OK/safe to ship.
THEN -- you go ahead and ship the item, and ONLY to the address that eBay gives you for that buyer.

I would ship the item. Why cancel and refund a buyer just because they have zero feedback? You are covered under sellers protection so if the item is delivered and you get paid then it's a done deal.

I would check the buyer Ebay ID country in feedbacks...is it going to another country from the USA?
A lot of 'freight forward' from Florida is going to another country.
Or it could be a guest buyer who is not a regular buyer and might not be familiar with shipping delays and such.
Best to touch bases with buyer to get a feel of the buyer as how to handle the situation.

If you do not feel comfortable with the sale and/or can accept a defect on your account, cancel it. Your choice and know what consequences you will face.
I would agree with 12345jamesstamps about contacting the buyer. Sometimes messaging back and forth will give you a better idea of who you may be dealing with.

As long as you have been selling on eBay this is your first experience with a 0 feedback buyer? Like wastingtime101 I don't see where you sold a $400 item unless you have more than one selling account. You didn't provide the shipping address but the probability is high that his is going through a freight forwarder. Bottom line if the buyer paid you ship unless the buy has requested you cancel or if you are unable to ship the item due to problems with the shipping address.
EBay generally provides pretty good seller protection once the item is delivered to the FF. However, the buyer can always go the chargeback route with their CC company which voids any eBay policy.

Is it a phone or something like that? Those items are high risk, but you should know the risks before listing. Just because someone has zero feedback, doesn't mean they are a scammer, though.

I would ship it. I never look at a buyer's feedback, location, or account details. If they pay, I ship.
