What I want to do is to offer a discounted shipping rate in one of my store categories.
I want to have the first item at regular ship price, then each additional purchase from that category for 25 cents shipping. I looked at the volume pricing thing, but I see that you have to individually add the inventory, you can't select an entire store category and have it add on items as they are listed. (hope this makes sense!)
Am I missing something? Is there another way to do this? Sale shipping promo won't work, either, not for what I want to do.

The only way I know how to do that is to set up a shipping rule, name that rule and then in each listing associate those particular listings with that rule. Hopefully someone else knows a faster way to do it.

Not sure if I understand, but did you try bulk editing and select 'shipping' to edit?

The only way to do that from what I can see is to create a new flat shipping (FS) business policy and then add a combined discount rule. I don't think it can be done if you use calculated shipping.
Then, you'll still have to do a bulk edit to add the new (FS) business policy to each listing that you want included in this rule. Add the business policy and then do an edit within that business policy that says to apply your combined discount rule. That's a checkbox within the business policy edit. The bonus is that you can edit to every listing you'd like to include that has the same FS price in any store category.
A flat shipping business policy can be created when listing (or editing) any listing using the advanced listing form. You can set up several for different flat shipping price points. The combined rule then can be used with any FS policy that you have. Setting it all up is a pain. After that, just choose your price point from the business policy dropdown on the listing form, edit to add the discount and you're good to go.
