Last time this happened the item was broke and I felt I had to give a partial refund on broken part. I sent a separate order to the same address on Feb. 26th and it arrived already. What is my next step in finding the package and what protection do I and the buyer have in this case?

Go to the USPS tracking page and put in for all notifications........use the item name for the notification (this sure helps if you put in for more than one of these..)
That should get you a "this item has been delayed, but is in transit" message........which should satisfy ebay that it's moving.........IF the buyer files a case, I believe that should give you more time WHEN you call ebay to ask for more time.
My experience on a number of these is that I got delivery a few days after that request....but, of course, it could be lost.......and if it's priority you would be covered by insurance.
If your buyer is griping.......write and sympathize with him (don't go on about yourself and all the problems USPS has given you)......and assure him that he will either get the item or you will give him a total refund (which you will have to do), and that you have put in a request for further information that you will pass onto him as soon as you get it.

I have an item, shipped the day after it was paid for, that was supposed to arrive on Feb 25th, but is still MIA.
I did the "request notifications" thing, but no movement. On March 2nd, this appeared in the tracking:
Did my request for notifications trigger this? Did the buyer open a case? What?
I have had zero communication from the buyer, and I'm not enthusiastic about reminding them that their item is way overdue if they don't already know it.

yes, it probably was triggered by the request...... that said.......these were worthless during the Christmas hub bub..... I never got an answer from one........
Personally, I never contacted any buyers and no one complained......but that depends on the individual..... I would let it ride at least for a couple of days...... If you have any "in" with the local PO, might take the tracking in and see if they can find out anything. Before the problems, they could........during the problems, they couldn't.....at least that's what they told us.....
