I have a package that the postage label was purchased through Ebay ( I did not know we could use our own shipping program at the time of this sell). The tracking is showing the item sitting still in the same place since the 9th of June. It posted the 31st of May. It has been 17 days. I am not sure how to get the package moving as the label came from Ebay? Can anyone advise me on how to handle this? Thanks so much.

What is the last estimated delivery date? Has your buyer contacted you or expressed concern? There is, I believe, something like a "trace" that you can put on your item that sometimes gives a stalled out package a jump start in its travels.

Open a request on the USPS website to find missing mail. My experience has been they actually will physically look for it.

I recommend going through this form and putting in a service request with the USPS, I've usually found that helpful in getting things moving: https://emailus.usps.com/s/package-inquiry

It is not showing a delivery date. This is all it shows. June 9th moving through network arriving late. I just went to USPS and filed a missing mail claim so I hope that shakes it loose. It was posted the 31st of May. First scan was on June 2nd. It posted on a Saturday and first scan was following Monday. It moved slowly until the 9th when it arrived in Pittsburg PA (the delivery city) then it has just stalled and nothing else shows.
The buyer has not said anything or contacted me as of yet. I am wondering if they delivered the package and forgot to scan it. Hopefully it will turn up as I do not have enough of this product to replace it. The item is (2) 3 packs of the Retro Versa Hair Gel. It is discontinued so I cannot order more of it. Our distributor has sold out of the item. I only have 4 of the item left and would need 6 to replace the order.

As a buyer (Ebay ran me off as a seller years ago due to fees and red tape) Ive noticed my purchases over the last couple of years just falling off into black holes for days even weeks at a time.
Ebay's tracking will show no movement at certain hubs, then suddenly its at my door weeks later with no record of how it even got there.
USPS' "improvements" in recent years have created a logistical disaster, combine that with the "private contractors" who have no oversight, and this is the mess we end up with.

It's possible that it was delivered without a scan. Yes is does happen.
Do not contact the buyer. Wait for them to contact you, if and when they do
