Not sure what to do now.
sent buyer a .jpg return label but she informed me that she only has a phone. no computer or printer.
she says she could maybe go to the UPS store
but it is a USPS label
will they print it for her there?
this is a new one for me...

She should be able to have the USPS scan the QR code and print the label.

is that the bar across the top of the label? it isn't a square but rather a long rectangle.
so, you think they would do that from her phone?

I may have misunderstood - did you create a return label yourself and then attach it to an email to her? Or did she file for a return and eBay generated the label?
If she filed for a return and eBay generated the label (which is part of the returns flow), she should be able to access the QR code/label from her purchase history (I believe it also is sent in an email but I don't use email for eBay). The last time I had to do this (it was a while ago, during a power outage) I just held my phone up and the clerk at the post office scanned the QR code and created the label.

I used ship station and created the label. there is a QR looking code across the top but it isn't square. is that it?

I never used it so I do not know how it works, but the little square one to left of receivers name and also at bottom right of label is a QR Code. The one across the top right I am not sure if that is a QR Code.
If this does not work for them then you can mail them the Return Label by First Class Mail. This is how it was done before all the internet options were available.

OK, that's not a 'smart label' and I haven't seen one of those in a while. I do know that the bar at the top is a one-code and has all the delivery information, but USPS won't be able to generate an actual label from it as it doesn't contain the information that a QR code does.
Hopefully someone will come along with better info, but all I can suggest is that she take it somewhere like a library or something to have it printed from her phone.

This one I mailed Saturday does not have the QR Code, so it does not appear to always be offered.

Return labels purchased through / generated by eBay give the buyer a QR code option. Your label was not purchased through the return so unless the shipping service you used offers QR codes (most don't), then I'd suggest the buyer print the label by:
- asking friend/family/neighbor to print
- going to Staples or any office/shipping store (UPS Store should work) where you can pay a modest fee to print a page
- going to the library to print where they usually charge 25 cents or less to print a page
Or, you can print and mail the label as you already decided to do, but that responsibility doesn't fall to you. You're not required to provide a physical copy.

Some info for @stephenmorgan : those 2 tiny boxes on eBay labels are not QR codes even though visually they look similar. Those are Intelligent Mail Barcodes and no, USPS cannot scan them to print a label like they can with a QR code. They are essentially smaller versions of the large barcode at the bottom. Read more about them here.

Well that is interesting. I scanned that one from Feb 10th above and it gives 12 numbers not associated with anything on the label that is visible and then it gives the complete Tracking Number.
Do you have any example on how the QR Code that is used for the USPS to print a label for you?

That QR code is a URL at usps.com with an 8-character code to the label broker at USPS, where the label is stored.
