ebay has an algorithm which decides which buyers get the offer. Some buyers have opted out of receiving the offers. And in other cases, it has to do with whatever buyer attributes the algo is looking for.
Not all watchers will necessarily be sent the offer, just as not all listings with watchers will be eligible for the offer process.
Exactly....From personal experience, it has kind of been like wearing a life jacket in the desert... Why?? The idea that [most of] today's ebay buyers watch listings to possibly purchase, is pretty-much a fallacy. (not the case in earlier years) And to the few of you who would say: "many times, I will end up buying items in my watch list" How many, is "many". What is the ratio you ACTUALLY do that? And have you ever done it as a result of an unsolicited offer from the seller?
