What do I do about this guy who only has a feed back of one. I think this going to be a issue Should I cancel and relist. Because. Usually if I get that feeling it going to be a issue. Usually It is

What part of the OP's message leads you to believe the buyer doesn't have the money to pay now?

Pretty sure the OP's problem is regarding a buyer's lack of FB, not that he is requesting the buyer to leave it.

Same thing you do with other buyers, once they pay, you ship their item.

Because I have had a issue with a zero feed back person awile ago buy something of mine and after all the excuses he wanted me to hold and he would pay me as soon as he got paid That is why I don’t deal with zero or low feed back buyers. The excuses

I spoke with eBay they said he does pay just cancel and relist
10-11-2020 11:30 AM

I stated in my email to him that I ship everything out by 9 am on my way into work Andvi

I have clearly stated I ship every day by 9 am on my way into work and this guy has clearly. Not responded or made a attempt to pay me. If he does not pay me by tomorrow the order is getting cancled

So customer service told you to violate eBay policy and lie about the reason for cancelation? Your choices are problem with buyers address, buyer requested, or out of stock. Out of stock earns you a DEFECT and the other two are not true either.
You should file an unpaid item case to give the non payer a strike on their account.
You can file an unpaid item case as soon as 48 hours after sale. You have 32 days from date of sale to file the case to get your sellers fees back and give the non payer a strike on their account.
https://www.ebay.com/help/selling/getting-paid/resolving-unpaid-items-buyers?id=4137&st=3&pos=1&query=Resolving%20unpaid%20items%20with%20buyers&context=9004_SELLER
Return to the case after at least 96 hours and select request fee credit> buyer has not paid. THEN you relist
Add the buyer to your blocked bidder list

Have you set up your buyer requirements?
Go to My eBay > Account > Site Preferences
Set up your buyer requirements:
Have received 2 Unpaid Item strike(s) within 12 Month(s)
Have a primary shipping address in a location I don't ship to
Have a feedback score of -1 or lower
Are currently winning or have bought 5 of my items in the last 10 days and have a feedback score of 5 or lower

And if that had happened with a buyer who had 800 feedbacks, would you reject future buyers whose total FB was 800 or higher? What if the buyer had 798 FB?
I say take each transaction as it comes. If buyer pays, ship. If buyer doesn't pay, file the unpaid claim.

I'd follow through with the deal and ship the item

I've held items for buyers who asked that before. They paid exactly when they said they were going to and even left me positive feedback.

Hopefully, you're aware that you have to wait 48 hours after the end of an auction/listing before you can open an unpaid item case.
And, many sellers give a little more time if the purchase is made on a weekend.

You have a far graver problem than to be worried about a buyer’s feedback score. The items you are selling may be against eBay policy. You cannot sell badges, or accessories, of law enforcement or emergency services. Here is the policy:
https://www.ebay.com/help/policies/prohibited-restricted-items/policerelated-items-policy?id=4319
At one time defunct vintage badges and the like were allowed, but apparently not anymore. And while you may see others listing such items, it is not a good idea to believe you won’t get caught. It is too risky to leave them up. The policy is explicit:
“Police and emergency response uniforms, equipment, or accessories can't be sold on eBay...”
