Im trying to get my seller performance improved, but I cant list anymore. I have 173 active listings and get this message when trying to add another.

Well, you have a listing limit of 175, and you have 173 active listings; did you sell two items this month? Here's some more discussion about listing limits:

New sellers have limits. Is eBay asking you anything else or to remit anything else, like receipts for some of your more expensive items? Did you click the link that reads request to list more? A bit more info would be helpful, so that others here can help you.

Looks like at least 2 of the 10 items you sold this month were also listed this month. If more than 2 out of the 10 items you sold this month were also listed this month, then
You're currently over your limits with at least 10 sold and 173 active.
As listings are set to auto-renew this month eBay may end them for being over your limit. You can relist them next month.
You can relist them sooner if eBay approves your request to list more, but if you're currently Below Standard they prob won't approve any requests to increase your limits just yet. Keep at it. You'll get there.
Do you need any help understanding why you got to Below Standard (assuming that's what you meant by improve seller performance) and how to avoid it in the future?

This one showed me the stats. My last listing was on June 21 with no relists, so it couldnt have been listings. Sold 21 items since that date. So not sure what to make of it.

I havent been able to add any listings since the restriction. Ive been adding drafts for when I get a chance to use them.

Hmm, maybe the "month" isn't a calendar month, and your rollovers of existing listings have used up your free insertions for the current "Month," whenever it began.

I didn't open all your completed/unsold items but I did see (at least) 3 listings that you ended on July 9.

That screenshot tells us you're currently 9 items over your limit which means 9 of your current active listings will be ended by eBay when they reach their auto-renewal date in July.
What likely happened, and you should have messages or emails from eBay to confirm this, is that eBay has been lowering your limits since your account went below standard. This is common in that situation and explains why you have more listed than your current limits.

Nah, it's calendar month. It's likely their listing limits were lowered July 1st or later. It's counting the number of listings active and sold in July. What I saw was 173 active and 10 sold (total 183), but I added quickly so it's not surprising I could be off by 2.
It's not about number of insertions, it's about how much is currently listed/sold in July.

Or, more likely, eBay ended the listings on their renewal date for being over the seller's monthly limits.
Edit: Yep, that's exactly what's happening. OP's number of active listings keeps going down as their listing renewal comes up. Next to go should be item 145768183544, 145824470152 and 145291243361. That's it for today the 9th. They'll have more listings cease renewal tomorrow the 10th until their number of active/sold for July no longer exceeds their new lower limits.
