Don't see China blocked as a country.
Could be the buyer pulling your leg maybe.
Not all buyers are educated you know.
Breakable items shipping to China...I wouldn't do it.

I shipped him a fragile item that arrived fine. But he is trying to buy another but his bid does not go through. Where is it that you select to sell internationally. I might have listed this particular item as just domestic sales. I just need to know how to reverse that decision. Can you help me?

'bid does not go through'...could be it is too high for his credit card limit.

What item are you having the issue with?
I see you use eBay International Shipping but only 85 of your 105 listings allow shipping to China.
There may be some of your listings that EIS will not handle for various reasons, either they are restricted by China or simply restricted by EIS.
