What are the breakdown of selling fees? I thought it was 10% but I just got 13.56% taken out from an order.

It was 10% for sellers who were not in Managed payments. You're in MP so you pay a higher Final value fee rate to eBay but nothing at all to PayPal anymore.

When your item sells the Final value Fee is a percentage of the total
that the buyers pays you. That includes the price of the item plus any
shipping charges and sales tax if any. Then they tack on $0.30 for
processing the payment.
You are in eBay Managed Payments and you do not have a store
so the links provided bellow would be correct for you to see
all the fees.

Under eBay & PayPal, you generally paid 10% to eBay and 2.9% plus 30 cents to PayPal.
Under Managed payments, you generally pay 12.55% plus 30 cents to eBay.
But consider that 30 cents fixed fee, whether charged by PayPal under the old system or by eBay in the new system.
For a $5 sale, that 30 cents effectively adds an extra 6%.
For a $10 sale, that 30 cents effectively adds an extra 3%.
For a $15 sale, that 30 cents effectively adds an extra 2%.
For a $20 sale, that 30 cents effectively adds an extra 1.5%.
