I have always told buyers to put everything in a cart and ask for totals and I would give them their combined shipping discount. This is much easier for me. A customer wanted to buy 7 paintings and I told them they could have free shipping and a 10% discount. I did not realize that ebay only allows discounts on shipping on the invoice----very inconvenient , I now must cancel the order and reduce everything ( all different items) or see if the buyer will trust me to give them a refund.
Is there a way to invoice the discount before they pay. I can not believe ebay does not have a way to give discounts on an invoice in this day and age.

They do have a way to add discounts on an invoice in thsi day and age.
You have to ask the buyer to use the not-very-obvious "request total from seller" button in their cart before they pay.

I believe you are incorrect. The request total will be greyed out and NOT available when IPR is required on any of those items in the cart. A buyer can pay (via checkout) with one payment, but the shipping charges will be applied to each item.
There is also a list of other circumstances that also affect the presence or absence of the request total button being active i.e. one item is on sale, different mail classes, combining auctions/bins, just to name a few.
This mess is apparently also related to the removal of the "commit to buy and continue shopping with this seller" option on the site.
