Why would the seller counter back at the SAME PRICE?
Why does ebay even let that happen? You shouldn't be able to counter back at the same price, should you?

I wasn't "holding out'. I was done. The seller came back to ME with another offer, the same offer.

Are you sure there wasn't a note from the seller in there somewhere, in any of the counteroffers? It's easy to overlook.
Aside from that, $13 was obviously his bottom line, which was understandable. As to why he was accepting offers if he was only willing to go down one buck, I understand that some sellers are stuck with the Make Offer button, or that they delete it but the thing comes back overnight. If I remember right, eBay had said in the past that they were automatically adding Make Offer to listings whose prices were higher than the norm for that item.

Attention sellers! Raise the price of everything you sell by ONE DOLLAR. It's just a dollar. Normal people wont mind. It shouldn't affect your sales at all.
Anyone willing to pay $12 for something will gladly pay $13.
Anyone willing to pay $34 for something will gladly pay $35.

It doesn't matter if you're a multi millionaire, if the seller accepts offers, then it makes sense to make an offer. Why pay full price if you don't have to?

It sounds like the seller is not playing games and just wants the most for his/her item. Nothing wrong with that.

By countering with the same price as a previously declined offer the seller is indicating that they are not willing to go below that amount and is giving you a second opportunity to accept that offer. The original counteroffer of $13 is off the table once you declined it. By making it again it gives you one chance to change your mind now that the seller has indicated that that is the lowest that they will go. To accept or not accept is up to you. If you decline it a second time you will probably be seen as terminating the negotiations.

Actually, if the seller is firm on their $13 price point, I doubt if the $12.50 would move them but I suppose if one wanted to prolong the haggling one could make that counteroffer. I wouldn't expect a reply to it though.
