Sellers ineligible for fee credits when they issue partial refunds for items returned used or damed

This is what I get from ebay chatbot when I typing there support question about fees:

 

Sellers are ineligible for fee credits when they issue partial refunds for items returned used or damaged...

 

I assume this is what ebay means by this??

Is this how I am supposed to understand it?

Or does it say, if the seller receives the item back in the condition used or damaged (and thus in a shape shape worse than the condition in which the item was  sent originally to buyer). ..... if this is the case, this is new to me?

 

Because in that case if buyer sends me back in the return mail an item that shows sign of being used / worn / partial loss of value, I would not get partial credit refund if I provide a partial refund to buyer, because the item came back not in the same shape. That wouldn't make much sense. But hey, there are things that do not make sense on Ebay so why not this for change..

 

Here is current understanding of the rules for issuing a credits on ebay fees when t comes to cases and refunds:

 

1. no case - buyer and seller agree on a partial or full refund ... Yes, partial fees credited to seller

 

2. buyer remorse case - no shipping back - buyer and seller agree on a partial or full refund ... Yes, partial fees credited to seller (but Ebay needs to be informed because this process currently not automatic).

 

3. buyer remorse case - item is shipped back and returns to seller in the expected condition - seller issues a full refund (mostly full, I had only had a single case in the past when buyer proposed on partial refund because was feeling guilty for being an impulsive shopper, happens very seldom, if ever) ... Yes, partial fees credited to seller

 

4. item not as described - whether shipping back or no shipping back - seller issues full refund ... NO, partial fees are not credited to seller

Very sad...seems like EBAY is punishing Seller for giving "partial discount" for damaged merchandise.   What a bunch of baloney!

If you have a not as described return and you issue the full refund, you get the fees refunded.  

 

If you are eligible for the limited protection for faulty returns and can issue a partial refund, you will not get any fees refunded.   Of course, if ebay steps in on any return you also do not get any fees back.
