Please do not sell any items to this address ********
United States, they will claim package never received and that it was shipped to a P.O. Box, which is their way of showing they never received. My package was insured but insurance will not pay due to being shipped by a third party. After googling this address apparently this is a shipping company that send products overseas, and there are several over sellers scammed by same address which leads me to believe these are seasoned scammers with multiple profiles. I feel these addresses should be flagged as scammers, so new profiles cannot be made.

The address you've posted here, I believe, is that of a freight forwarder. International buyers often use freight forwarders in the US. A seller does not actually sell to this address. He sells to a buyer who uses this freight forwarder. There are many of these located in Oregon as well as Delaware because those states don't have a state sales tax.
Am sorry you had a bad experience with this; however, to the best of my understanding, when a seller ships to a freight forwarder, the seller's responsibility ends when the package is received at the address of that freight forwarder. Someone will no doubt come here and correct me if I am wrong.
Because of the above, hard to understand why you, as the seller, would have suffered a loss in this case.

The buyer used a freight forwarder and that (in an of itself) isn't indicative of a scammer.
Buyers who use **bleep** lose buyer protection.

My guess is you had an Item not received case and you didn't upload the tracking to prove delivery to that address. If you uploaded tracking to the case , the case would have closed in your favor.

This shouldn't come into play, as your shipment was covered by eBay. Has an Item Not Received claim been opened?

That would have required Signature Confirmation, as the price was above $750. @virgrodr-50 : Was the package signed for at delivery (to the freight forwarder)?
In theory, the INR dispute should have been found in favor of the seller, as tracking would show that it was handled by a third-party forwarder after delivery, but hopefully SC was on the shipment anyway, as it should be.

There are specific protections (for eBay claims) for sellers when a freight forwarder address is used. Unfortunately, the eBay automatic bot run system ignores the fact a freight forwarder is involved UNTIL you let them (a human) know. You are not required to show delivery to the international address for an eBay claim, just the address provided with the payment.
Unfortunately, if your claim was via a Payment Dispute (aka credit card chargeback) you will be likely be denied since it does not show "delivered" to the buyer, just the freight forwarder. eBay is even less likely to help in that situation.

What about "Available for Pickup"?
I have a package sent to a buyer, but after out for delivery, USPS tracking shows "arrived at post office and is ready for pickup."
And buyer filed Payment dispute right away....
I guess this is another SCAM.
How would I go about resolving this ?

What they should do is not let new sellers list expensive electronics.
It doesn't matter what the address was, there's a good chance you would have been scammed anyway.
