Is anyone else running into this problem. A buyer makes a purchase a full asking price after he was just counter offered a price lower than he paid. He wants a partial refund and I, the seller, want to give it to him. The problem here is that EBay is no longer allowing sellers to initiate a refund. **bleep**!

Don't know what you are seeing but sellers can EASILY refund a customer- partial or full. Click the item in the 'ready to ship' portion of Seller Hub and off to the left where it says 'print shipping label'- you can just hover over it and 'refund' is one of the options (may have to scroll down a bit)

continuing with that subject, I have always been able to issue partial refunds at my discretion……until today. Why the change?

I already shipped it, and I’m trying to issue a tiny refund of $5.95, but I cannot get the program to accept a dollar entry. eBay’s chat people told me that the buyer has to initiate the refund request.

Why are you continuing with this?
The only problem I can even imagine is that it has not been paid for in which case you would send an invoice.

I just did a partial refund 2 days ago no problem. "Manage All Orders", Left of the order click the drop down select "Send refund". On the next page you can select the reason and amount to refund.

You still can; same way; click 'all orders' at the top of the Seller Hub page; takes you to all items sold (whether needing shipping label or not.
Find order, on left is says (in blue) see order details
Click arrow next to that and it drops down doing the same thing I already said- scroll down to find 'refund'. Be carefull NOT to refund the full amount as that may be the amount 'pre loaded'- you have to 'adjust' and you can pick (From another drop down) the reason why you are refunding.

Thanks for the help. You were right. I was messing up by trying to back out the .00 rather than just entering the refund amount over the top of them.

What? Refunding a buyer in full or in part is EXTREMELY easy. I'm glad you came here to ask. Don't assume something isn't there just because you are unsure as to where to find it. But coming here allows us to help you locate it if you don't access the policy pages. You can issue full or partial refunds quite easily.
You can issue full or partial refunds for items in Seller Hub or My eBay up to 90 days after the original transaction. Here's how:
