Hello,
Any one have this problem? I have Ebay store and still selling well, pay monthly fee to Ebay, no Disopute, No Depay, No Claims and Resolution
What happened? Or Ebay mistakes on this case?

OP, you may have some misconception that as long as you pay your fees, you will be allowed to sell here. That is not true. If you don't meet Ebay's standards, and that message from Ebay tells you that you don't, you may not be allowed to sell here.

You should review the Ebay Perfomance Levels - some are noted below.
Number of defect rates that affect your rating
Transaction defect rate
Transactions with one or more of the defects listed below.
Requirements All Sellers eBay Top Rated Sellers Maximum percentage of transactions with defects 2% 0.5% Maximum number of unique buyers affected before seller status is impacted 4 3
Cases closed without seller resolution
Cases where eBay or PayPal was asked to review the case and the seller was found responsible. (Applies after account has exceeded maximum number of cases.)
Requirements All Sellers eBay Top Rated Sellers Maximum percentage of cases closed by eBay without seller resolution 0.3% 0.3% Minimum number of unique transactions for requirement to activate 2 2
{You are at the tipping point as far as Ebay is concerned - the below standard can still sell here (but the cost of final value fees goes up to 14%) until the seller shows they can manage handling customer requests on their items.}
Tip
To change your lookback period for performance requirements from 12 months to 3 months, you need at least 400 transactions in the last 90 days.
How seller ratings fall Below Standard
Your seller rating can fall Below Standard if your transaction defect rate is above 2% or your cases closed without seller resolution is above 0.3%.
If your ratings are above either of these percentages, you've fallen Below Standard, and we may apply limits or restrictions on your account. If this happens, we'll send you an email to let you know.

No the problem is you are burying your head in the stand and ignoring the problem.
You absolutely have to respond to each and every case opened against you. You cannot ask eBay to step in, otherwise it counts against you.
It has nothing to do with feedback and everything to do with returns requests and how you handle them

I think you are right, yme. One feedback comment refers to the seller refusing the return. So seller did not just have cases opened and close without his knowledge. That indicates he knew about the case but wouldn't accept a return, and wouldn't refund, so buyer escalated after three days and Ebay handled it. OP may not realize the money for the buyer was taken from him.

Just chiming in on the end here ...
It's not just returns, but INR cases either ignored, or with no tracking that will get you the "case closed without Seller Resolution" ding.
1) If you refuse (or ignore) a return for "Not as Described" and the buyer asks eBay to step in, that is a defect.
2) If a buyer claims they did not receive their item, and you do not answer with tracking that states "Delivered" or a refund, that is a defect.
3) if you cancel an order "Out of Stock", that is a defect.
Have any of those things happened in the past 12 months?

For others that have the same questions - why did I fall below standards - Ebay reviews each seller's progress at 3, 6, 9 and 12 months. If your return/rate Ebay steps in is already at 2% You will get a warning on your account (could be at 3, 6, 9, or 12 months you get this email - the longer the time frame, great you get a little leadway for not paying higher final value fees). ONCE this email is sent out, you have to make sure YOU handle any additional returns properly (even a NO REFUND policy Does not trump a return. If the buyer that feels the item was mispresented and wishes a refund - it is up to you to refund - if Ebay does it for you - the count starts - at 2% of the total items sold. If you EXCEED this 2% amount - upon Ebay's next review (and they can do it anytime after they sent you a review email) - do not be surprised if all the listings in your account are GONE, Missing, NOT THERE etc. and you will be placed on a suspension from SELLING on Ebay.
If you are a seller - your READ what you signed up for (hopefully - and clicked on I AGREE WITH THESE RULES to a be a seller here - hindsight is more valuable for learning a lesson in retail on-line on Ebay. ZHere the board members will do what they can to explain the reason listed thaat you are frustrated and confused by. Sometimes they can't explain it well - but all of us try - until it hits home, and you read and "see" where the company has written policies on issues, it will remain not making any sense to you the Seller - Good luck with future sales - manage the requests from your customers AFTER THE ITEM is received.

Sellers reviews are EVERY MONTH.
Your dashboard gets updated on the 20th of every month.
Sellers with less than 400 transactions per month are rated on the previous 12 months.
Sellers with over 400 transactions per month are rated on the previous 3 months.
You get your first warning in the first month when you are close to going below standard.
When you drop below standard, they raise your FVF to 14% ... and they give you a month or 2 to get back on track.
If you fail to do so, they will then lower your selling limits ... and finally suspend you if you can't get it together and continue to decline.

OP, I apologize for some of the frustration that has come out in this thread. Posters here are seeing exactly what the problem is but you are not accepting that you even have a problem!
You asked what the problem was and you have been told. We cannot make you understand or accept, but please know that everyone here tried to help you. It is very frustrating to us when we provide the information and advice that you have requested, but you repeatedly choose to not believe it.
You just didn't want to see.
