99% Seller feedback but failed with cancel transactions based on out of stock,,,    Question   Can I still SELL my Current listings?   Will I get Paid?

You'd need to tell us a lot more information to know. You still have a number of items active, so I would presume they can sell, but what exactly did eBay tell you?

Thank for your reply   Ebay said I now have SELLING Limits and LISTING Limits.    My question is can I still get paid if my current listings sell?   Now I cannot even refresh and lower prices on my existing listings,

Yes, you will get paid if your current listings sell.

     Apparently you can still sell your items as  brightlightbookseller mentioned you still have active listings. However, you may want to take a look at your seller level evaluation numbers. Those are in your seller hub and look like those shown below. Depending on the number of OOS defects you have received those may impact your seller rating possibly pushing it to below standard and causing your FVF's to increase. EBay may also hold your funds on future sales for up to 30 days.  

     Not sure what caused the OOS cancelations but eBay views those as serious seller defects. You may want to do a quick inventory review and cleanup any other listings that you may not have the items for.
