I just had a buyer open a return request before I even shipped the item--before I even generated a label. The reason for return is 'Doesn't Work or Defective' which adds a defect to my seller metrics.
Customer Service is giving their usual garbage and false promises about how it will be removed after the case is closed. However, I'm not holding my breath.
Is eBay really penalizing me before the buyer has the item, before I've even generated any kind of label? Considering these penalties cause higher fees, how is this even legal?
I honestly have half a mind to report eBays whole scandalous Seller Metrics system to the Better Business Bureau and the FTC for fraudulent business practices.

Welcome to retail in the new world, where the seller pays for a buyer's mistake.
You would *THINK* that a return request would NOT be able to be opened for an UNSHIPPED item, but I assume that would involve some sort of programming over and above kindergarten level.

What is worse is that eBay may give them a return label and then were are you with a refund.
Ahh seems some folks are just playing to cause problems.
Of course eBays customer service is a flop in such a case..
Careful if "you" refund and on MP, they may refund twice.
Dont forget your blocked bidders list.

Here is what I would do...
I would NOT ship the item, I would APPROVE the return.
Then I would go make some popcorn, sit back and watch how this evolves.

I am certainly not fond of the constant use of "mild" language such as (for example) we "may" approve the return for you (such as if you do not...) There is no "may" here, the word should be we "will" approve it for you.
The use of the word "may" can generate false hope, ebay seems particularly good at doing this.

I looked at your completed listings but didnt see this sale. In fact, on my end, i still see this Blackberry Z-10 in your active listings. That is odd.

It's in the sold section. The OP says to check with your carrier to make sure it will work. Maybe the buyer checked and found out it won't work ? I don't know how the OP can end the case when the phone was never shipped and obviously will not be shipped back.

eBay bots(coders) have no way to know that the buyer does not have the item.
It could have been handed to the buyer by the seller.

LOL...was thinking along the same lines.. Just imagine if you will that if the OP was in MPayments, with the new "streamlined" update, the buyer would already have his return shipping label.

Okay... thinking outside the box here. Could you contact the buyer, tell them that they've opened a Return instead of asking for a Cancellation on their order that hasn't shipped? Ask them to close the Return and request a Cancellation. You can suggest that they'd be refunded quicker, or the like... They can't eat you.

That makes sense so long as a cancellation can be requested after the return has been closed. You never know around here.
Maybe I am just in a bad mood today, but seeing as how the OP already has the SNAD ding, I am would be more inclined to accept the return and make popcorn.

Still counts against OP regardless. That is the problem with the service metrics scam.

The stupidity of some people is astounding, and eBay CS should have closed this return case immediately since the item hadn't been shipped. Instead they should have allowed you to cancel the order at the buyers request. To allow this case to proceed demonstrates the lack of intelligence the CS had in correcting the problem. Did they expect you to waste time and money shipping the phone so it could be returned? Moreover, they need to remove any associated defects.
