for the last 3 weeks I have scammers offering high amounts of money on my items and then tell me to call a phone number before they pay. Off course I didn’t call and went ahead to cancel the order. Very frustrating!
I also noticed that they just joined eBay with no previous purchases whatsoever.
I don’t think EBay can stop them so just be aware.

Is there a way to message them and ebay at the same time, maybe include their name in a message to the fraud department? Maybe that would scare them. Nah. Never mind.

When potential purchasers ask you to contact them outside of the eBay messaging system, you're correct not to do so, since it is a violation of eBay's member-to-member contact policy unless you've been engaged in an actual transaction.
Also, sellers should not be accepting those offers that are at or higher than the Buy It Now (BIN) price--there's no reason for a member to make an offer at or above the BIN price when they could make the purchase through the standard eBay checkout system.
You're certainly correct when you state eBay cannot stop these scammers from registering with different ids to perpetrate their scams. If only eBay could figure out a way to do that, everyone's life would be easier--except the scammers, of course.

If, however, a seller has accepted the offer, s/he should wait until the nonpayment cancellation processes, if it's set for automatic cancellation, or process the cancellation for nonpayment manually when the option appears (after four full calendar days).

Since the OP isn't selling the 'usual' stuff for scammers (high end jewelry, fashion, electronics) and is NOT a new seller, looks like they are after the 'I'll buy it for $30 and I'll give you $300 extra if you buy/add a $200 gift card' scam.
So, looks like they are now going after anyone and NOT just newbies.

As @stainlessenginecovers suggests, it is not about the product so much anymore. They want the gift card codes. While scamming someone out of an expensive product in addition is a bonus indeed, the actual merchandise doesn't matter.

Agreed. Judging from the OP's active and sold listings, s/he certainly doesn't seem to be offering the usual targets for scammers. S/he has also been selling for more than a year, according to his/her feedback. Wouldn't appear to be a typical target for scammers . . .

I reported them to ebay but just like pburn said they just open a new account and do it again.

If you are canceling before 4 days you get a defect. You can get restricted from selling and get charged higher fees for defects.
You have to wait until they don't pay by 4 days or they ask you to cancel.
