Hello. I am confused about my selling limits. I have a basic store subscription that allows for 1000 fixed price listings. I currently have 680 active fixed priced listings. It is the beginning of the month and on my seller hub it shows used/left 4/996. My question is : are the 1000 fixed price listings additive, like you get 1000 more listings every month or do the current ones count? If I list 1000 this month and sell nothing, and list another 1000 next month for a total of 2000 fixed listings do I get additional fees?

If you are listing auctions, they drop off the active count once they close. If you're set to automatically relist them, then the relist would count as another listing.
If you are listing fixed price, then you need to remember that what you posted last month will renew this month, unless it sold or you cancelled the listing. So if you list 300 a month and make 100 sales, you are actually adding 200 listings to your rolling total, and when you finish the 5th month, you will have all 1000 monthly listings used up by renewals of the running listings.

Yes. it's a static 1000 free each month. Whatever is relisted is counted toward the 1000 monthly total.

It's not additive. A free insertion can be used to set up a new listing, or for a relist, or when a fixed price listing rolls over.
Your fixed price listings roll over each month on the same date that they were listed. If a free insertion is available, that rollover will use it. If you have already used your 1000 free insertions for the month, then you will be charged an insertion fee for that rollover.
BUT the Basic store subscription also gets another 10,000 additional free fixed price insertions in "Select categories" which includes Collectibles and Movies & TV. You can find the full list here:

Also, that's not the same as your "selling limits." The ceilings on the number and value of what you're allowed to list each month are not related to the type of store (or not) that you have; they are tied to your reputation as a seller and could be much higher or lower than your available free insertions.
