I saw a post that asking how to identify scammers. Then there were lot of good replies for that.
My concern is if we as sellers identified a buyer as a scammer, after identifying what should we do?
Can we cancel the order? If yes what should be the reason that we should give?

Is a buyer currently trying to defraud you? Or are you asking a rhetorical question?
Given what you currently sell, it is highly unlikely you will be a target. Scammers will primarily seek out new sellers with expensive items like computers, smartphones, gaming items and the like.
But to answer your question, a good seller will avoid canceling a transaction. The time for a seller to assess his or her risk tolerance is prior to listing the item, not after the sale. Ebay considers some seller-initiated transaction cancellations as very bad because it erodes the buying experience. However, what to do when you suspect a scammer is trying to defraud you will depend on the manner of fraud. It is possible to cancel a transaction without getting in trouble with eBay, but first I need to know the particulars of the scam.
As you are at the beginning of your eBay journey, I would encourage you not to worry too much about scammers at this point, concentrating your attentions instead on selling your first item. Good luck.

I doubt you have to worry for a $1.25 item. Even if you got scammed would it really be that much of a loss ? Reading these boards you would think every item that gets listed gets scammed but I reality it is very rare and almost never even noticed by most sellers. Just let the auction ride and ship the stickers.

Honestly I would be more worried about being scammed by eBay than getting scammed by the buyers.

Why can’t eBay better protect new sellers from buyers who are scammers? I got scammed out of $300. The introduction I got to eBay were 3 2 to 3 min videos. None of which mentioned how to protect yourself from scammers. Why?

I'm nearly postive my buyer is a scammer..I'm selling a macbook pro. The buyer shows one user name when clicking on contact seller it shows from country of belarus and profile with 61 reviews two of which say overseas scammer and to beware of buyer. But when replying to me after I clicked contact buyer it shows another user name with 3 reviews from Canada. They stating they will pay 150 extra for overnight shipping to Some place in New Jersey. What should I do this is sounding a awful lot like the craigslist scam
