Sold a very high price item in June. Delivery confirmation showed it was delivered AND signed for at the correct address. Buyer states he never got it, demands a personal refund. I contact ebay to ask what to do? They said sit tight, he has to file a claim through ebay, don't refund him. So I did as asked--stupid I know. Next thing I know he filed a claim with paypal. Again I called ebay and let them know. They stated they work closely with Paypal, again don't worry about it. Meanwhile Paypal retracted payment and slapped me with a $20 fee on top of that for their pain and suffering in having to debit my payment. Then very quicklky I got an email saying they have decided in favor of the buyer.
Called ebay and they said there is NOTHING they will do for me. So now I'm without the item and the payment. I know I have been scammed by this guy, and Paypal and Ebay couldn't care less.
SELLERS BEWARE: you are not protected. Ebay doesn't protect you. It works against you. I have been an ebay member since 2000 and today is my last day. I will tell everyone I know this is a dangerous place to sell.

Why do you think this thread will get yanked? Unless you break the rules, it will stay.
I do wonder, though, why you would talk to ebay when the buyer filed with PayPal. All you needed to do was enter the tracking number into the resolution center on PayPal. That would have taken care of everything.

The first problem is you were selling a very high priced item. I would never sell an even high priced item on eBay. I get hinky if an item is over a $100. And would never sell any item that was expensive in often scammed areas. i.e. computers etc.
It is just setting you up for the scam regardless of how careful you are.
You could build in a self-insurance pricing policy. Add a bit to the price knowing you are going to lose every once in awhile. B&M retail do that every day. Cost of doing business.

1. CALL PAYPAL immediately. open a appeal. You should have put in your tracking info to start with and followed paypal's instructions.
2. You can file a Police report with the police AND a complaint with the USPS. What they have done is considered theft.

Sorry, but it makes no sense to continue contact ebay when you're issue is with PayPal. It's rather like calling Amazon when the issue is with PayPal.
Seems like the buyer opened a chargeback case with their bank and not an INR with PayPal. Still, entering the tracking number should have taken care of that problem, especially with signature confirmation.

Everyone who sells for more than a couple years in here has probably had a similar experience. And, like others are pointing out, adding the tracking number always seems to be enough for us to avoid a loss. It's happend a few times for us.
Did you add the tracking to the complaint? If not, why not?
Also, the local post office has to be contacted as they can often tell where the delivered item was scanned in - as in the address. In case it was delevered to the wrong place.

You left something undone and your buyer walked right through the loop hole without know what the loophole was everything is just a guess. I would suspect you shipped it to their ebay address rather than the paypal address that seems to be the scam flavor of the summer here on ebay...

I recommend uploading a police report before you contact Paypal for an appeal.

The only high priced item I see in June was the ice freezer for local pickup only. Did you take paypal for that instead of cash?
What bothers me more is that the feedback for that says it was 725.00, but the listing shows 900.00, and the search on completed listings made no mention of a BO accepted - it just shows 725.00, and a link to the 900.00 listing.
Yet again, another case of what number is ebay giving out to 3rd parties?

The OP was charged $20, so it was a credit card chargeback.
The item was sent with tracking and signature confirmation, so it was NOT an unauthorized use chargeback. Those are the only credit card cases that are slam dunks for sellers, and Paypal will have your back 100% if you have proof of shipment to the Paypal address.
It sounds like the buyer bypassed Paypal entirely and went to their credit card for a chargeback not related to delivery. Paypal has NO SAY in these cases at all. NONE. They are only the processor. The credit card has all control. If a buyer loses their CC chargeback, Paypal pays the $20 fee. If the seller loses, they do not.
