Obvious scam:
1) a buyer doesn’t need to bribe you to ship to someone else. They just put the other person’s address in when they pay.
2) You can’t accept payments outside of eBay
3) They would send you a fake PayPal email telling you that you’ve been paid.

Hmmm,
Not so sure it's a scam. Now you are open to sanction for exposing another members' I.D.
Next time cover their user name, especially when the feedback score is in the high 600s.
But yes, you don't want to take extra money when they could just re-ship it once they have the item.

The fact that the person making an offer offered an extra $100 and asked specifically about the seller having a Paypal account doesnt scream scam to you?

The buyer can change the ship-to name and/or address during the payment process. Special permission or any communication with the seller aren't necessary. And adding $100 for shipping doesn't make any sense at all.
