Yes this is a scam.
There is absolutely no reason for a buyer to offer to pay extra for an item they could simply purchase immediately.
He wants your email address or text number so he can scam you without those messages being visible in the eBay messaging system.

@blubellou
Yes, any time they offer more and want you to contact them off of Ebay, it's a scam
Add the ID to your blocked buyers list.

It's a Scam. Change your listing to 'buy it now' with 'immediate payment required'. Scammers love newbies. A real buyer never asks for texts or emails. In fact, that type of information and communication is not allowed. Only communicate through ebay messaging. 1.) you have a record and 2.) everything is normal and on the up&up.

Scam. No need for google: any time the buyer wants your contact info so they can take the conversation away from eBay messages, it's a scam.

The OP's listing is in auction format with the Best offer option and an opening bid of $150 but no BIN option. So an offer above the opening bid isn't as definitively suspicious as a high offer on a fixed price listing would be. The "send me your contact info" part of the message is definitively a scammer, though.

Scam!
Nobody needs to arrange payment with you, they just bid or they click the make offer button. They just want to take you off ebay to scam you.
Confine your communications to ebay messages or you'll get in trouble. Checking their email is a moot point because that's not how it works on ebay.

I agree with @nobody*s_perfect... it's not that odd an offer for a $150 starting price Auction/OBO.
I agree with all that taking the sale off eBay is a SCAMMER's request. Good catch!

Absolutely 100% a scam.
Anything out of the ordinary, Run the other way.

or they click the make offer button
That is exactly what the scammers are doing now....making an offer.. The seller does not know it is a "text me" scammer until they accept. It is only then that the seller gets the 'kindly text me @xxxxxxxx to arrange payment.

here's another one...........do you want it reported to the email you gave in ?

mail me via my email (dor********###@ gmail) or text me on (463)-xxx-xxxx so we can make arrangement
An ebay "blue" in the following thread (post #4) left an email address to forward a screen shot of the "scammer" message. You may want to take advantage of the opportunity by sending one of yours.

Everything that I bolded are indications of a scam.
Nobody offers to pay more. Nobody needs contact info or to make arrangements for payment.....they just click the button to buy and pay.

Yes, it is a scam. As has been pointed out, offering over the current bid on an auction isn't totally rare - someone hoping to get it for less that they think it will go in a full length auction. But, as mentioned, the text and phone number is not only against policy but completely a scam.
