I'm selling a $1200 camera. I was offered my asking price $1200 with a note saying "Hi Am interested in this beautiful listings of yours Please consider my offer #I have a good feedback I reside in Texas USA and will be shipping to Texas as well". His location on his eBay profile is set to France and the four items he's bought is from Germany etc.
I'm just confused, safe? No?

Your buyer had the ability to simply buy the item at $1200 without sending any messages or making any offers. But he chose not to.
Step #1 of a scam is often a "buyer" who never actually spends any money 🙂

Scam.
The language used is generally (not always, but generally) a good indicator of whether or not a buyer is legitimate. Google translate just isn't as good as most people think it is. I find it unlikely in the extreme that your "buyer" is in Texas.

Of course it's not "safe". If someone wants to buy your camera, he bids on it or buys it outright if it's a BIN.
Learn not to respond at all and to place this person on your BBL.
But be aware that he may persist and open a new ID with this same offer.

A message that says "I am interested in your item, kindly text me", an offer greater than or equal to your buy it now price, or a request for a gift card is generally the start of a scam where the scammer winds up sending a phony payment email that makes it look like the seller has received a payment when none has actually been received. Scammers like to target new sellers, particularly those selling expensive items.
Sending contact information (text or email) prior to a transaction is a violation of eBay policy; this policy is designed to protect honest buyers and sellers from this sort of thing, and to prevent off-eBay sales.
Never buy a gift card for anyone unless you are giving someone a gift.
As a seller you should always check your account directly (not following a link in an email) to see if you have actually been paid prior to shipping. If an actual buyer does not send an actual payment, cancel the transaction for nonpayment after four days to give the "buyer" a strike and prevent feedback from being left. Set your Buyer Requirement to reject bids or purchases from users with two or more strikes.
You should probably ignore anyone who requests your text or email unless they actually make a purchase. eBay will eventually remove a scammer's account, but the scammer will just create a new one or hijack an old one and continue sending scam offers and messages. Sellers must remain wary of any user that wants the seller to violate eBay policy.
You can avoid many common scams by listing your item for a fixed price with immediate payment required and by not accepting any offers. That way the buyer must complete checkout and actually pay in order to proceed.

Not safe....ignore, block and move on. Too many scammers out there looking to take down sellers financially, as you are somewhat new to selling and they prey on new sellers. Glad you inquired here. Good luck.

You should be ending that listing immediately! No relatively new seller with a feedback rating in single digits has any business trying to sell such an expensive item on Ebay. The odds of you being scammed are very, very high as scammers are always looking for sellers like yourself. Just try selling it locally staring at 20% below your listing price as you will net the same as selling on Ebay but without the very high risk of losing it all.
