I have an item (book) that will close in a couple of hours. I have received a note (question) from the bidder who says he will not buy if there is a shipping fee. It was listed with a media book rate and the item is listed at $15. Should I even answer his inquiry or just wait until the item closes, or? It does have three watchers but as you all know that really does not mean they will bid! Thanks for any suggestions.

I think you'll save yourself some trouble if you just cancel it.

I agree with everyone here. Also if you ever have a buyer who won the auction and says the same thing as this buyer... don't forget to also report the buyer to eBay. This goes to any seller who ever sold an item to a buyer like this... please report the buyer.
It's too bad you can't report this buyer since he hasn't won any auction of yours.
