I had a case of four Canon camera kits, new, sealed, from the factory. Sold all four of them. One buyer receives his kit and files a claim that I sent him junk. The buyer takes pictures of a different camera and claims this is what I sent. I received the return box with only the camera body that the buyer showed in the pictures. eBay expects me to refund the buyer 100% and take the loss!!

Welcome to eBay. Nothing you can do. Block and report the buyer to eBay but they will do nothing. Some will suggest you sue the buyer in smal claims court, report them to law enforcement and report them to the postal inspector. Those are all viable options depending on the value of the item. Those options WILL consider evidence such as photos, descriptions, etc. Ebay will not. They automatically default in favor of the clearly fraudulent buyer.

As allen1853 mentioned welcome to a sellers life on eBay. This happens more often than it should especially with scammer high target items and high dollar items like cell phones, computers, electronics, precious metals and camera's for some reason.
Always remember the #1 rule as a seller on eBay and that is to never list anything you are not prepared to take the loss on. If you sell long enough this will eventually happen it's not a question of if but when.

eBay did return my payment for the camera. Long story short eBay's appeal being final is not that final.
Keep hitting the automated CS with the item number and requesting an agent or supervisor, this will get you a email link that the returns department will review.
It took me a little time but realized that shipping carriers are recording weights of every parcel. I contacted FedEx to get the recorded weight for my outbound shipment and the weight of the return shipment from USPS. The weights where different by ~1 1/2 lbs..
