I am a seller on EB. I sold an item 4 days ago and the buyer made an offer. I countered with a reduced price if they paid shipping. Even though it was posted on the message log Ebay charged me for shipping the item. Calling Ebay is impossible and now just sending a message is difficult. Ebay is making millions while failing to provide the most important thing in a business, Personal Care. I don't want to read 1000 articles trying to find an answer, and then turn to Help and Contact and read another 1000 articles. This is a prime example of staff reduction to maximize profits.

Offers are about the item price only the shipping costs are what ever is shown in the listing and can not be changed.

Offers do not include shipping changes either for the buyer or the seller. If you, as a seller, wanted to charge the buyer for the shipping, you would need to revise your listing to add shipping before entering into an offer. A buyer must know the actual cost ahead of time. Ebay can't figure out shipping from a note in your offer to know to charge your buyer. Since you can't revise a listing with a pending offer, this just can't be done your way.

The answer was somewhere on the screen where you were negotiating offers. It said something like: Offers (and counteroffers) are for the item price only.
Shipping cost is NOT negotiable with Best Offers. Whatever shipping price is in the listing is automatically added onto whatever offer (or counteroffer) is accepted.

As mentioned, gotta revise the listing first. The other option is to say in the message you'll refund the shipping amount after purchase. But the former helps keep things cleaner and you won't get refunded fees on the difference. Although that is supposed to change in June, I think.

The OP's message was NOT about missing parts or missing return labels. If you would like to start your own thread, we'd like to offer help or advice. Or, since you asked here, you can just return and give the details of your problem. If you received something not as described (missing parts), did you not open an item not as described case?

No, not a rip off. Don't be mad at ebay. Be mad at yourself.
In a make offer situation, you're only negotiating the price of the item not the shipping.
The shipping method and price remains whatever it is in the original listing.
You really should research this kind of stuff BEFORE selling or accepting offers.

That’s because shipping is specifically EXCLUDED from the offer negotiations.
Ebay has a steep learning curve, I’d suggest some more reading.
