If a seller cancels for out of stock (aka didn't get enough $ for auction in this case), buyers should not have to wait 7 days to be able to leave a neutral or negative.
I might have left a neutral, but now that I have to stew about it for a week, she'll probably get a well deserved negative.
I bid 2x on this auction just in case I wouldn't be online when it ended, but I was online and paid right away. I really wanted these items.
If ANY seller cancels for out of stock, buyers should be able to post negative feedback without having to wait 7 days.
Am I off base on this? Why make the buyer wait?

I call that living dangerously!
If a seller does this and sells one item twice, leaving one buyer with excuses but no item, well, I feel no sympathy for such a seller.

This is the way to handle it. If you make a mistake, own up to it and COMMUNICATE with your buyer. Most buyers understand if you let them know. At least the buyer doesn't think the seller didn't care and was just ignoring the buyer.
That's happened to me too. I won an item as the eBay winning bidder, but the seller was at least honest in emailing me the item was slightly damaged and offered to cancel or a discount. There's that HUMAN touch that even eBay small sellers can win over large retailers.

Bingo. I once sold an item - a vintage plush doll over 20 years old - and when I pulled it out of its storage box to pack it up, some of the metallic coating on its little wrist ornament flaked off. I immediately messaged the buyer with pictures of the damage and offered to give them a discount because of it. They messaged me back and said they would accept the discount and thanked me for being honest. I ended up getting a positive feedback out of it, even though I would have understood if they'd wanted to neg me for it. Most buyers appreciate honestly, even if they aren't 100% happy with how the transaction turned out.

OP had been watching the three re-lists, lowered by $10 each time, to the point where the final bid wasn't enough to pay the shipping. Sounds a bit crafty and calculated on that end. Now the seller will not fulfill the order (possibly because of an honest mistake, possibly because they're being equally crafty).
Honestly, I've got little sympathy for either participant.

That's not true. Before the auction ended (and after I bid two times) I checked the seller's other items and completed history to see if she had any others items that might interest me. Seeing her completed listings is what clued me into the 3x relist issue. Nothing crafty about it. I was simply interested in spending even more money with her at the time.

Let's review the original statement made by the OP:

This statement talks about the inability to WAIT 7 DAYS before being able to leave the seller with a NEGATIVE!
The OP began this discussion regarding eBay restricting her from leaving IMMEDIATE NEGATIVE FEEDBACK nothing else in the original statement! The OP needs to STAY ON POINT > Ridiculous that I have to wait 7 days to leave a Neg or Neutral for a seller. If the OP has a problem with eBay POLICY that dis-allows her to leave poor feedback sooner than the OP needs to address that issue with eBay! The OP will be able to get revenge once the 7 day limitation has passed so why waste time BEATING THE DEAD HORSE, and worse, our giving this any merit.

OK, yes, let's address your issue with my post. You're getting hung up on the thread title. IMO this policy is ridiculous. But, in my OP, I asked "Why make the buyer wait?" when the seller has cancelled for Out Of Stock. That was my question.
The answer is because they are a power seller and eBay is giving them time to create some goodwill with the buyer in order to stave off bad feedback. As a seller, if you had that opportunity, would you make use of it?

It wasn't just sellers who gave you a hard time.
