Is it correct that eBay shows my quantity return rate as 4 returns, even tho 2 were closed due to buyers changing their mind, so therefore not returning?
and eBay acknowledges closing the 2 returns
and
don't know if 4 returns are being held against my account
the other 2 items were returned and refunded without eBay intervention

In the Service Metrics All INADs count no matter the reason they were opened or their outcome. Properly filed buyer remorse returns do not count.
As far as on the Seller Dashboard, you only get a defect when Ebay has to step in and resolve the INAD.

You haven't provided specifics about "held against [your] account" so I'm not sure what you're asking about.
On your Seller Dashboard you are seeing a number that reflects all returns filed. eBay does not hold remorse returns against you.
On your Service Metrics those 2 pictured will count against your 'not as described' rate. They count when they are filed, even when the buyer does not follow through with the return and when the buyer voluntarily closes the return.

The act of opening the return is what matters.
They can open it and close it within a minute and it will still show in your percentage of "returns" in your seller dashboard.

I had a remorse return and it does not show in my seller dashboard...about 2 months ago.
I gave a refund without item being returned without tracking. It remained open for 30+ days before I closed it myself with a refund..probably a glitch where I was only able to do a refund and nothing else per eBay instructions.
