I keep getting buyers who accept offers or make offers and don't pay for the item. How can I set a minimum transaction count in order to buy from me?

Remove Best Offer and require immediate payment.

You cannot set a minimum transaction count.
If you get an offer you like, simply edit the listing and change the price and tell the buyers to be quick about it before someone else buys it!

You can block users that have more than two Unpaid Item strikes. I'd recommend that you tick that feature.

If you're taking 'offers' then you are not being honest with the selling price in the first place.
Pick a price. That's the price.
Stop "offers"
Don't do 'Auctions"
Do "Buy It Now" only (with Immediate Payment Required) and stop playing the 'game' with these folks.

There would be no ebay site if members could be restricted simply for being new.

You can set whatever random thresholds you like, based on a member's feedback number: just ignore or decline any offers you receive from members who are below that limit, and don't send offers to anybody below your chosen limit. Or don't do best offer at all, with anybody, that's the safest.
