I just had ebay drop some of my listings due to their restricted item policy. This was concerning refillable butane lighters I had on there.
What I don't understand is why just mine when there are literally thousands on from various sellers???
Listings that don't follow policy (It was all of the items below but I am not allowed to list the number)

Theirs haven't been caught ... yet.
I believe empty lighters sold domestically are allowed. I'm sure someone will correct me if that's wrong.

BTW
I currently have a butane lighters for sale.
But mine ship empty (without butane).
Go ahead and report me if you wish...

Do the others you see for sale have 'butane' right in the title? I've sold plenty of vintage ones with no trouble, didn't even know there was a restriction on them! But I don't think I ever put 'butane' or even 'refillable' in the title; usually the collectible brand or shape/materials/etc. sold it. Of course I'd have closeup photographs of all sides so that the port could be seen, figuring that lighter collectors know better than I do what the heck kind of gas goes in them just by looking at the pictures.
I don't even recall what category(s) I've used. I am curious to know what category you're using and if you do international, like someone else asked. But I do think sometimes 'vaguer is better' when it comes to dodging bots, and that's all I have to say about that.

Yeah, I really do think "refillable butane gas" in the title is what got the listings pulled. If they were offered internationally, that's a double whammy. If they were listed in the wrong category and classified as an accessory violating the tobacco policy, that's a triple whammy. If they were full that's a quadruple whammy.

This is what happened to the OP:
