Hello. A Buyer paid wth PayPal for an item that I had listed for "cash on local pickup" (a large auto parts item). I contacted him through eBay messaging and expalined the terms to him, he replied clearly asking me to refund the payment and said that he wants to come and pay cash. I cancelled the transaction through eBay, and it has been a few days. I haven't recived any other messages from him, no contact, and he's made no arrangements to come and see, or pay, and/or pick up the item. Maybe he changed his mind about buying the item, maybe because I refunded his PayPal payment...
Can I simply relist the item WITHOUT starting a UPI case? Are there guidelines (such as how long to wait) for doing that?

You can't file an unpaid item case on something that was paid for. Since the buyer didn't ask to cancel the transaction, did you really cancel or just refund their payment?

How long ago did you cancel the transaction through ebay.
What reason did you give?
It should close shortly or you can call and ask them to close it.
You do not want a situation where you refunded and then he shows up looking for his item.
Once closed, then you can relist without complications.
In the future, with local pickup, it should be cash only.

It has been 5 days since I cancelled the transaction and refunded.
Reason: "buyer requested to cancel the transaction"
You say : "It should close shortly or you can call and ask them to close it."... I'm sorry but WHAT should close shortly? There is nothing "open", there is no UPI case. And who should I call, and who is "them"?
I did list with "cash on local pick up only". I don't want complications, I don't want him to show up and not get the item, but have a recourse through eBay.
I did cancel the transaction through eBay. The PayPal payment was refunded and the cash payment has NOT been made. I do NOT want to open a UPI, I ONLY want to relist the item

You said you opened a case for buyer changed their mind. You need to wait until that case closes. It can take up to 10 days.
Once it closes then you are free to relist.

Write him and ask when he is coming, if no reply just list it again.
You really don't even have to do that. Would be just a courtesy thing.

The buyer asked you to refund, not to cancel.
Why do you expect him to contact you now that you have cancelled the transaction? He probably thinks you have backed out of any agreement.
edit: if you are contacting him through eBay to arrange for the pick up, you may find yourself in some deeper trouble - eBay wants their fees. If you actually complete the sale after cancelling, eBay will not be happy.

I would have canceled as well. I think OP would have received an out of stock defect if they refunded through Paypal without canceling the sale through ebay.
