If A Seller Sells A Item Thru Ebay & The Tracking Says Delivered To Maibox But The Buyer Says He Never Received It Is The Seller Required To Give A Refund???

No the seller doesn't need to refund BUT if a Not Received request/claim is opened by the buyer the seller MUST respond and add the tracking number to the claim.

If the buyer files an 'Item Not Received' dispute through eBay, and the seller responds to the dispute correctly and in a timely fashion with the tracking number,  by eBay policy the seller should not have to refund. 

 

If the buyer files an 'Item Not Received' dispute through his credit card company, and the seller responds to the dispute correctly and in a timely fashion with the tracking number,  by eBay policy the seller should not have to refund.

 

If the buyer is simply messaging the seller and asking for a refund, IMHO the seller should be polite and try to help the buyer determine what happened. But the buyer must file a dispute and win in order for the seller to be required to refund.

Tell them to file a INR case.  eBay will ask you to remit the tracking number.  They will no doubt rule in your favor as that is proof.  However they can file a chargeback on their cc/paypal accounts, but even these CC companies are requesting tracking.

No refunds unless they open a case.

 

You could ask them to check around the house; maybe someone else took it in.  Check with their neighbor, or postman. If you feel ambitious, you can contact the USPS and see what address the GPS shows delivery to. But no refunds until they ask for one through the ebay system.  That tracking number is your protection. If they open a case you provide the tracking and ebay takes care of the rest.

I fortunately have not had to deal with this issue. But
I will say, I got a call from a customer one day saying he didn't recieve the item, but I was speaking to him, someone walked into his shop with the item from the address where it was misdelivered. Tell your buyer to check with neighbors etc or numbers that might cause dyslexic a postal employee to deliver your stuff to a neighbor.
We get other people's stuff all the time, and drop it off. And vs versa.

The chargeback seems to fail when the address on the package and the cardholder's address match. EBay is helpful if the address the complainant gave them matches the address you sent to.

 

Charegbacks are usually filtered through eBay since the original payment was through eBay's Managed Payments.
