I have a lady who purchased an item from and said it did not work, but it worked when I shipped it, I offered her $30.00 refund and told her she could keep the item. She paid $58.00 with shipping. She said no and I said Okay I will give you a full refund just turn down the partial refund and request a full refund. She has done nothing since August 3rd. What do I do?

If she does nothing, the case will time out when it is supposed to and eBay will refund her in full and you will get a defect on your account.
It might be wise to hit the full refund button before time for eBay to step in.
Addendum - I take it a case was opened?

The case is not open. I can not refund the money til she declines the partial refund.

It's best practices to inform eBay about the options you offered the buyer. They will reach out to her. I believe she will have 20 days to respond. If she does not, eBay will possibly rule in your favor.
