1 - There is no request total function on the App
2 - There is no request total function on the mobile version of eBay
3 - eBay has a hidden policy of "forced IPR" they apply is some circumstances
4 - Some buyer even when the Request Total button is available simply don't see it.
Yes it's a problem, yes it's been going on for year, yes more and more buyers are using mobile devices and/or the App, yes it costs money because fees are not refunded on partial refunds.
Is there something you can do about it?........not really so deal with it as you can.
Things I do.......
Make custom listings for buyers if they ask about combining.
Refund overpayments but deduct 10 - 15% to cover fees
If you wait for eBay to "fix" this issue you will be waiting a very long time so develop your workarounds and deal with it as it is.
