Canceling bids on active auctions is not the same as cancelling an order, and a seller is permitted to cancel if they're "concerned the bid may be from a fraudulent buyer." An abundance of neg FB left for others could (depending on nature/volume) support a concern of a buyer filing numerous fraudulent claims.

Sellers report, eBay tracks. It's important to report when buyers file fraudulent claims because eBay won't take action unless there's a pattern of abuse. Reporting a buyer may not help your case, but could be the report that tips the scale and helps the next seller avoid a situation with the buyer.

another case of ebay allowing 0 feedback to bid and not pay again. ebay should allow ebay seller to block 0 feedback bidders. people who do auctions would have less problems and the sellers who do fixed price with instant payment can still have 0 feedback buyers to buy on ebay.

eBay is (very slowly - slower than they planned) working on a system to avoid this that doesn't involve blocking new buyers.
eBay's currently testing and doing a slow roll out with offer listings, and if they eventually get that working and rolled out site-wide they'll move on to implementing a similar system for auctions that requires buyers to confirm payment method before they place bids.

100% correct , I finally came out from under the ether and starting looking at "Feedback Left For Others" , OMG , it's crazy that there are people with 100% seemingly great feedback that leave scathingly horrible feedback for others. We have a policy of delivering outstanding customer care and service and we feel we deserve the same courtesy from buyers. We immediately block anyone that exhibits this sort of behavior.

I completely understand the cancellation policy and we adhere to eBay rules but we don't necessarily agree that they are complete. Common sense needs to come into play, I firmly believe that a seller should again using common sense have the option to cancel a sale with no repercussions from eBay under certain circumstances. When we look at feedback left for others and the screen is a sea of red we must assume it unlikely that this buyer simply buys from all bad sellers. When we are driven to provide the absolute best in service and customers care why would we knowingly step into an almost certain problem ?. This needs to be looked at and adjusted in my opinion.

No. It blocks ID's not accounts. If a buyer changes their ID on an account the new ID is not blocked.

I 100% agree. Sellers should have the ability to opt-out of a potential bad situation with a buyer in BIN listings.
Brick-and-Mortar Business owners have the right to refuse service or turn away a customer to protect their business.
We should have that right also.

Maybe ebay should add that to the list of reason when you cancel a sale?
