Customer opened a buyer's request because they have not received item from me. It was shipped about 3 weeks ago and is in "limbo". Been at same UPS place the whole time according to tracking. Do I go ahead and refund them and then hope they return the money if and when item arrives. Do I have any other choices or will ebay just go ahead and refund them if I don't?

Because buyer opened "case against you" (you must provide tracking# proving item was delivered or give a full refund). If you don't cooperate...EBAY will force you to refund money and give you a "defect" on your account for not following the rules.
Unfortunately, if the item is delivered at a later date (you have no way to "force customer to pay for it"). You can just hope they are honest and ask them to send money to your PayPal account. EBAY does NOT have way to collect money from customer after refund was issued.

Don't refund until you have to.
There is a way to get an extension on the time to deliver.

When something sits too long at a UPS warehouse it means they lost it. File a claim for loss with them, and then you may get them moving. They don't care until it will cost them money.

If you are forced to resign, see if you can RECALL the package so that it comes back to you and the buyer does not get a freebie. I hope that you can do this with UPS. I now that with the post office, you will need to pay a fee. Better for you to pay a fee and get your item back then let the buyer have the item and a refund. It's hard to get them to repay you once they get a refund.
