I just got refunded from a seller but didn't get the entire amount. He only refunded me for 98% of what I paid for the item. Plus I didnt get refunded for the sales tax I paid on the item. Is the seller responsible for refunding the sales tax or is that paypals responsibility to refund me for that part of the transaction? He wants me to close the INR case now.

The seller doesn't have control over the tax money and that will be refunded by Paypal or eBay. What was the actual difference? Was he withholding shipping costs or something. I would be clear to him that he needs to refund in full.
If he doesn't you may still be able to escalate the claim to get the difference. If you are happy with a partial refund you can close it, but you will be out the money.
Are you sure the item is not just stuck in transit? IT is happening a lot due to post office issues in certain areas

Does the selling state anything about charging a restocking fee ? 2% could be that

The item isnt stuck in transit. He doesnt have it in stock and sent the refund to my paypal account. From what I read in his feedback this has happened to other buyers not getting the full amount back from him.

Ebay does not allow restocking fees, it has been in effect for a year now.

There was nothing about that or any other extra charges.

Escalate the case. IF this guy is playing games he doesn't deserve your kindness. Full refund , nothing less.
You may have to wait a couple of days to escalate but in the meantime, remind him that you need a full refund, nothing less.

I just don't have patience with sellers that do stuff like this. eBay writes new rules to combat these sellers and they think of another way to skirt the rules as fast as ebay writes them. He can't keep playing these games..

Thanks for the help. I will escalate the case not just because of the little bit he owes me but he apparently he is messing with tons of buyers lately. After I started having trouble with him not getting my item and not getting back to my messages I checked his feedback and hehas received nothing but a bunch of negatives in the last few days.

I would reply that I'd like a full refund, and if seller wasn't willing to do that, I'd be expecting that invoking buyer protection would succeed.

I already opened the case. Then he refunded me 98% of my purchase price and asked me to close the case. It was such a small amount missing that he probably thinks I wouldnt notice it or wouldnt care. I will definitely take golfingaddicts advice and escalate the case. When I escalate the case do I get a chance there to explain that the seller still owes me the other 2%?

You won't need to explain anything, beyond the fact that you did not receive anything.
When seller refunds in full, the case will close automatically.

A partial refund has no effect on the status of such a claim.

That's probably what happened.
I wonder why they did the refund on PP rather than cancel on eBay.
Something does need to be set up on PP though so that sellers are prodded to add the tax when they do a refund directly on there.
