Promotions Inoperable?

I have tried for 3 days to start a promotion and it just loads and loads and gives me an error after clicking the "promoted listings" link.  We can't really confront Ebay about it so thought I'd give the message boards a shot to see if everyone is having this problem. I have also tried different platforms, from Firefox to Google to Edge. I figured I needed to start a promotion considering I haven't had a sale in days.  No its not for lack of trying or the items I am selling. I have unique collectibles, sought after items, tools and useful things.  Things that have paid my bills for years.  Anyone of us who do promotions know we seem to "get a turn" being in the algorithm at least one week a month.  I haven't been in the algorithm for 6 weeks.  Sales are slow and not consistent.  I know back to school month there is always a slow down so I am trying to attribute it to that. But conforming to Ebays promotions does tend to help with traffic.  Sorry for the tangent, I just know how the message boards on Facebook tend to play out so wanted to give some context before getting bashed for "not knowing what I'm doing".  I could call Ebay about this promotion situation not working, but its fairly useless without talking to someone in management, which is a unicorn situation for us as sellers.

     You have sold 195 items in the last 90 days and currently have 825 active listings. August is traditionally a slow month. How do your sales compare with prior years, excluding the COVID surge. There is no way to prove that the use of promoted listings increases sales. The only given with PL is that it increases eBay's revenue from the additional fees. 

     If the issue has not resolved itself you may want to contact eBay through one of the social media connections.
