I pay up to 13% on Promoted Listings Standard. Since the day of the introduction of Promoted Listings Advanced, my sales have absolutely tanked. This can't be a coincidence.

Could not agree more.

Others disagree.  My numbers and timeline are real, especially to me.  My timing is the same as yours.  Views/impressions are horrible, starting then.

Cue the posts that it is us, not e-Bay.  Can't be PLA beta.  Can't be the glitches, category chaos.  Can't be.
