Promotion option still not working. Anyone else having this problem?

It has been weeks since I have been able to get my promo data. Does anyone know anything about this? I have tried different browsers and OS. I have repeatedly contacted eBay through various communication methods.

Pull it up under advertising tab.

eBay apparently didn't update that link when they moved Promoted Listing to Advertising.
